How fast is Haneda customs?

I will arrive Haneda airport at 2230. Provided no delay, I will put my bags in the lockers and take the Monorail and Metro to Tsukiji Market as my first stop. Will get plenty of sleep on the plane, so not a worry.

Worry is, how fast is it to clear Haneda immigration and customs? No baggage to wait is one bonus thing for me. Is it fast or slow at this time?

You still have to wait for your luggage to come off the plane and then go through customs before you can place it at any locker.
