Which would be a better option to visit in the evening (4pm)

Fushimi Inari-Taisha or Arashiyama?

Depending on the time of year, you might be able to see the sunset from the lookout point halfway up Mt. Inari at Fushimi Inari.

depends on what you are into to. 4pm arrival isn't much time.

fushimi inari will be regular sights, maybe a sunset if you can get up the mountain quick enough.

arashiyama will have the lit sights, bridge, komono forest at the tram station, maybe foot bath if still open.

they offer 2 very different option for evening/night viewing, so really up to you which you do.
