I'm from Vietnam and want to visit Japan in April-May of 2017, when I can see Fuji flower Festival. So what airport should I arrive at? If I want to get to the Park of Fuji flower, what prefecture should I stay in?

Assuming you refer to the Fuji Shibazakura Festival, then Tokyo's Haneda or Narita Airport will be closest to the festival site. It could be visited in a day trip from Tokyo. Details:

The festival site itself is located in Yamanashi Prefecture. A pleasant place to overnight would be the Fuji Five Lake region:

However, if you are referring to a wisteria flower festival (or some other flower festival), you have to be more specific which one you are referring to.
