Self-drive from Toya to Kiroro to Otaru

In mid -Dec this year, I will be driving from Lake Toya to Kiroro and after spending a few hours in Kiroro, continue from Kiroro to Otaru .
Is the road easy to drive as it is winter?
Are there any highways that are closed because of winter, esp the road from Kiroro to Otaru?
Would also appreciate advice on the driving times and distances for both parts of the journey.
