This isn't the most pressing question, but I've read two separate manga recently that use ...っと as a standalone utterance. It doesn't follow a previous statement (by either the speaker or another party), so it's not used to denote a quotation. It seems to be made in situations where the speaker is self-satisfied or smug. Would anyone out there have any insight?

"tto" is shortened from "etto, otto, atto", etc. and are "oh, uh, ya, etc."

I would say that it's more like a shortened "dekita-tto" which means something like "There. Done."
