Nikko All Area Pass

We will arrive in Nikko (from Toyama). Can the Nikko All Area Pass be purchased in Nikko. We will be traveling to Tokyo after Nikko- so can use the pass for this part of the journey.
We will have a JR Pass, but this Nikko Pass seems very convenient and a very good price for sightseeing the whole area. (4520 Yen)
