What places to go best during november....are there flowers in full bloom to see in fukuoka?

Might depend on when you go in November, but the regulars like Ohori Park, castle ruins, ARCOS building, Tenjin Central Park, Shokufuji Temple, Hakozaki Temple, Canal City, Chikuzen Sumiyoshi, JR Hakata City and Nanzo-in Temple all are able to be visited. It is just colder in November than other months.

How long are you planning to stay? If it's just 2-3 days then it might be best to prioritise attractions located within/near Fukuoka, such as those hakata14 suggested.
On the other hand, if you'll be there for about a week then it might be a good idea to broaden your scope to include other places in northern Kyūshū.

November is the season for autumn foliage rather than flowers. It's also the month for annual Kyushu Grand Sumo Tournament in Fukuoka.
