Hi,
Would anyone knows best form of transport from Ashikaga Flower Park to Azalea Hill Park ( tsutsujigaoka Koen)and whether JR East covers it and how long does it takes?

It's pretty easy to figure it out using Google Maps. Best way is going to depend on your criteria. Fastest would be by taxi. Cheapest would be by train, but would involve a bit of walking to/from the station. One stop along the JR Ryomo Line, transfer at Tobu Sano Station and 4 stops on the Toby Sano Line.

You'll be able to use your pass for the JR Ryomo Line, but not the Tobu Sano Line.
