Which type of visa would allow someone to work at hotels in Japan? (would the Specialist in Humanities Visa allow a foreigner to work with sales or front office related jobs in hotels)

What matters is the contents of the job and the skills it requires, not the type of business.

If the job is just something like working as a waiter in restaurant or as a cashier in a supermarket, there is no visa category for such jobs. Any jobless native can do that job, no need to bring people from abroad for that.

For example, one of the things that can make you good for a work visa is if your job requires knowledge of foreign languages and cultures (that's the "International Service" category). So the hotel can say "we need this guy because we have a lot of foreign guests who like to be served by someone who understands their language and culture", and if immigration thinks that's reasonable and you have the required experience (3 years), you can get the visa.
