I plan to visit the Imperial Palace in Tokyo. The Imperial Household Agency told me that the interior of the Palace is not included in the tour. The tour is 75 minutes long and covers a limited portion of the Palace Grounds. Is it worth it to visit, although the interior is not included?

Note that the tours are only done at certain times of the year.

I did the tour last January, I happened to walk past and the rules have recently been changed that you do not need to register up front, but can join on the spot. I queued up, was let into a big room where we had to fill in some paper work, show passport, check the content of my camera bag. Finally it was time to go out, the group was large and we were herded around the roads. I wasn't too impressed by the visit as there was relatively little too see, but as it was free and I had time to kill I cannot complain. :-)

See the map below, the hand-drawn line in black is the visit I did, we were guided the same route back. I didn't have time to visit the gardens, I expect that to be more interesting.
