Hi, I'm looking for a Bagged room (similar to the one in Kyoto station) or temporary luggage storage (similar to this : http://inari-village.com/about?locale=en ) around Kawaramachi Station or Gion Shijo Station but i couldn't find one yet beside the coin locker. My luggage is 31inch and it's doesn't fit in most of the coin locker :( Just wonder is there any around this 2 station (inside or outside is also fine) ?

As far as I know (and searched), there are no baggage room in Kawaramachi. However, Takashimaya department store http://www.takashimaya.co.jp/kyoto/service/might keep your luggage. According to their site, 手荷物一時お預かりサービス(有料) 地階 ローズクローク税込3,000円以上3時間まで無料 Cloak room Basement floor "Rose Cloak" if you buy more than 3000 yen, free of charge for 3 hours. I can't find information about the fee, but I think it will not be so unreasonable, maybe 100 yen for 1 hour. I think this is for short term use, so if you want to leave your luggage for long time (more than 3 hours), you might better find other options (including go to Kyoto station).

This one at Takashimaya department store looks more like keeping your shopped stuff for you - for the one on the basement they say "3,000 or more, tax inclued, free up to 3 hours," and for the one on the 7th floor "free up to 3 hours if you are using the restaurant (on that floor with restaurants)."
So my guess for the one on the basement is that if you come to Takashimaya to shop, dragging some luggage, and want them to keep the luggage while you shop, OR you shop a bulky item on one floor and want to shop some more, that's where you'd go...
If your luggage is big, I would recommend leaving it at Kyoto station.

I can't tell you about the second link, but the first one looks like a map of where a Kuroneko Takyuubin service center is. You can use a center like that to send your luggage to another hotel or someplace in Japan, but as far as I know they don't store bags for the day. They are specifically a courier service.

"Is this one legit ?" No, I don't think so. I think they are someone from Hong Kong, not a Japanese organization.
