I am considering a relocation with my multinational firm to Tokyo and they are offering a salary of roughly 800,000 \ per month, pre tax. I am married with no children. We are planning to get a 30-40 sq meter apartment in central Tokyo. After paying for rent, does this salary allow for eating out a few times a week, doing some shopping here and there, as well as allow us to save money?

No couple lives in a "30-40 sq meter apartment in central Tokyo" if one of them earns as much as that. Get something at least 50 sq meter, and it still can be too small.

Space is a relative issue, and quality is also an important factor. I have ~40m2 which would be fine for 2, but I know people from overseas have houses 200m2-400m2 and they fill them with junk and don't use it - it's a different way of living.
but,
You can live pretty well on that in Tokyo - even centrally. You might even get one of the newer apartments without a kitchen because eating out is so cheap and some people never bother to cook.

Think of taxes taking 50% (they won`t), so if you want to save - live further away, where rent is only 100,000/month, and your food, transportation, etc. take another 100,000 - that leaves you 200,000 to save. The difference between your actual taxes and that 50% could be your beer money. More importantly, your savings will build up nicely.
I always adjusted living expenses so that 50% of my post-tax income was saved.
