We have 10 adult person will travel to Japan for 13 days, first 3 days stay at Tokyo and then to Osaka, Kyoto, Nagoya, Nara and Kobe for 8 days and return Tokyo for 2 days. Should we buy JR pass or buy local JR pass which one is cheaper?

For nationwide JR Pass (such as 7-day, 14-day, etc.) your long-distance travel is only Tokyo - Osaka/Kyoto/Nagoya back to Tokyo. If you do the "round trip" between Tokyo and Osaka/Kyoto within a 7-day period, a 7-day JR Pass might be an option, but if not, no. If not, then buying individual JR Shinkansen tickets (for the long-distance legs of travel) would be fine.
Probably a regional pass for Kansai area to cover Osaka, Kyoto, Nara, and Kobe might pay off, but I am not familiar with the details for please check the transportation/pass section of this website we're on.

If you are away from Tokyo for 8 days. Then a 7 day pass wont be suitable, and a 14 day pass will be too expensive for only Tokyo-Kansai-Tokyo travel. Simple. No need for calculations.

Sorry I should have added that you need to research options for getting to and from Tokyo/Kansai. And use daily regional passes for your regional travels.
