where to experience snow near Tokyo?

I have read that Yuzawa is the nearest place to Tokyo where we can experience snow around end of December. However, we are not into winter sports like skiing so visiting a ski resort is not part of our plan. Is there a public park in Yuzawa that we can visit to experience snow?
If there is, I'd really appreciate directions also on how to get there by public transport.

"GALA" is not a theme park, so "admission fee" is unnecessary.
No ski and snowboard playes accept, no problem.
Basically, ski sites that require entrance fee are less than 1% of the total.
