Onsen resorts without problem with tattoo...

I went to Dogo Onsen last year as they said having a small tattoo on the arm as I have would be no problem. Also the Kurama onsen told me tattoo would be no problem.
However, as I plan on visiting the central and north parts of Japan next time, Kyoto and Dogo is a bit off.
Are there any other recommended onsen or onsen towns where having a tattoo would pose no problems?
I know it can be covered up but I hear some places are picky, and being told to leave after having paid and undressed is a bit awkward...

I've seen the note that tattoos are not allow in many onsen and it seems that it really depends on the owner. The Japan Tourist board does push for a more relaxed handling of tourists with tattoos but a change does take a long time. Asking at the door will very likely get you refused, too mendokusai. are you not allowed to get into the onsen with a plaster on the Tattoo or are plasters also forbidden?
