What does Flag with markings mean? it was in Japanese Headquarter in Manila 1944-45.

Did it look like something like these? http://obonsociety.org/what-we-do/If so, they were flags sent to soldiers for good luck. The writings are signatures of friends and family. Therefore, it is not too difficult to trace the original owner so that it could be returned to his family.
