It is very quick to get - show the passport, nominate the start date, they print the ticket - much faster than for the Japan Rail Pass.

Only those who actually hold a non-Japanese passport are eligible to obtain a JR TOKYO Wide Pass.
You cannot buy this rail pass for a person who is not present at the ticket window.
Please imagine what would happen if a photocopy of an absent person's passport were accepted (as you now guess): the rail company could neither identify a passenger nor check his/her eligibility for the rail pass, so there might be someone who abuses a passport, for example, of a person who has died, to acquire the rail pass without eligibility.
