Kawagoe Access Ticket

I am planning on going to the Kawagoe Autumn Festival in October and would like to buy the Kawagoe Access Ticket offered by Seibu for 1500 yen. On one site, it says tickets can only be purchased on the day of use. On another site, it says tickets can be purchased one month prior to use. Can you buy tickets a few days in advance? Also, I have 3 other people traveling with me, do they all need to be present to buy the 4 tickets?

Thank you so much for the information. Does each person need to be present in order to buy the tickets? Or can one person buy 4 tickets?
