Booking a highway bus to Hitachi kaihin koen

Hello,
I will arrive in Japan 3 days prior my trip to Hitachi kaihin koen and if possible, i want to buy the ticket at the Tokyo station to secure my seat for later days.
Can i buy the ticket in advance in Tokyo station bus office?

According to this web page, http://www.ibako.co.jp/highway/higashimito/,
seats are on a first-come, first-served basis. They are not by appointment.

You could always go by rail. It is not hard at all:

Take a train from Tokyo - Ueno - (JR Joban Line) - Katsuta, then a bus to the park.

We did it once during one of the popular seasons, bought the tickets on the day, it was no problem.
