I don't think "cool" is something you can say about Tokyo in June, even during a rain shower. The fact that it's cooler than July and August is simply because there are more clouds. Average highs are 25-26C and average lows at night are 19. These temperatures are rising, not because of global warming, but of an increased urban heat island effect. More and taller buildings are being built around Tokyo Bay which block any cooling sea breezes that may have once existed. If the sun comes out in June, you can expect higher temperatures. All the climate information also doesn't give any humidity information which is important in calculating a heat index. If you're from a cooler climate, it's too humid and feels hot and sticky even in June. Perhaps if you're from an equatorial area it wouldn't be too bad. At least now the trains are air conditioned; I used to look for a seat or place to stand under a fan. In June these days I look for a Starbucks and get a frozen kyarumerro (caramel) frappuchino - caffeine for energy and lots of ice to cool off.
