Suica can only be used on JR trains in the Sapporo area, so it is not valid on the Sapporo Subway.
The validity area includes the JR lines to Otaru and Chitose Airport.

No, it is only valid in the area around Sapporo, extending as far as Iwamizawa.

also, can suica card be refund in JR sapporo station?

No, you can only do that at a JR East station.

i suppose i can return the suica card for refund at haneda (before my flight to sapporo) - is there a jr east office at Haneda Terminal 2 Station?

Haneda Terminal 2 Station is a station on Tokyo Monorail.
Unless your card is a Monorail Suica Card, you can not refund its e-money there.

If your card is a Suica Card issued by JR-East, then you can return it at a Ticket Office (open 07:00 to 22:00) of Hamamatsucho Station of JR-East. Ask a station attendant at South Exit before you make a transfer to Tokyo Monorail.

The fee is 210 yen, but when its e-money is not over 210 yen, you just get back 500 yen of deposit.

You can apply for refunding your railroad card's e-money only to the company which has issued the card.

Yes, Suica can be used on JR, the Tokyo Monorail, and most private and subway lines in Tokyo, but it is issed by JR East, so you have to go to a JR East station if you want to get a refund.

As omotenashi and Dave in Saitama said, you need to go to the company that issued the card, and if you have the green/silver color card type that is shown at the top of the page (link provided by you), or the NEX & Suica package one you buy at Narita airport, then that means JR East.

Unfortunately, Haneda Airport station is not a JR station, so you cannot get a refund for it there. So, you need to go to one of the counters of JR East station "before" you get to Haneda Airport.

I don't know exactly where you are starting from to get to Haneda airport, but if you take the monorail from Hamamatsucho station, Hamamatsucho station would be the last JR East station you change trains at, and if you take the Keikyu line, Shinagawa station *may* be the last JR East station you change trains before you get to Haneda airport.

So for the last train ride to Haneda airport, you need to buy a single ticket to take either the monorail or Keikyu line.

JR East ticket office at Ueno 2009/8/10
i will be staying at ueno area, hence will be departing for haneda from JR Ueno station - i guess there is a JR East ticket office for refund Suica card at JR Ueno station. on second thought, since i will be in Tokyo for only 3days, probably i may not buy a Suica - just travel on single-tickets, afterall there is no savings to use Suica - just for convenience.

If you are departing from Ueno then you will need to transfer to the Tokyo Monorail at Hamamatsucho as AK has described. You could then refund the suica card there and then purchase a regular ticket for the monorail.

You don't save any money by using a suica card unless you purchase the Suica+NEX package and take the Narita Express from Narita to Tokyo. Otherwise the only thing you save is time.

narita-ueno on keisei ltd express 2009/8/10
i wont be buying the nex+suica package - i will use keisei ltd express for narita-ueno when arrive in japan. keisei ltd express is cheaper ie. 1000 yen/adult and child is 500yen?
