I intend to rent a car in Hokkaido for a week. If I pick up my car from Hakodate airport and return at Sapporo Airport, does the car rental company charge extra. Is the GPS in English? Do the hotels in Hokkaido provide free parking space for hotel guest?

Yes. The amount differs depending on the company. For example, Toyota Rentacar will charge you 7350 yen:

Is the GPS in English?

I still have not heard of a car rental company that can provide English GPS. But many people find Japanese system easy enough to use.

Do the hotels in Hokkaido provide free parking space for hotel guest?

In city centers usually not. Everywhere else usually yes.

If you look at the screen, you will understand. By just listening, you will not understand.

The challenge is to enter a destination. The easiest way to use it, is to enter the phone number of your destination. When picking up your car, you can ask the staff to explain you how to select a destination by entering a phone number.
