While it is possible to do it, you will waste a LOT of time, and you couldn't even see those three sites in the same day, because they are all in different areas of the city. To be honest, even with the buses, those three attractions would be difficult to see in one day. If you explore around Fushimi Inari, you can spend about 3-4 hours there. You can easily access Fushimi Inari and Kiyomizudera from one another via the Keihan Railway (Train), which runs through Eastern Kyoto (all the way to Osaka). If you want to walk, consider going to one area, like Arashiyama or eastern Kyoto, but don't try to walk from one end of the city to another. That won't leave you any time for actual sightseeing.
