It depends on the person. If you have the time and interest, I think it is not too long. There is enough to do in and around Tokyo to keep you busy for more than a month:

There are plenty of places to visit, apart from the usual Shinjuku/Harajuku/Shibuya/Ginza there is also Kawagoe, Jimbouchou, Ikebukuro and the like. You wont be bored at all.

Living in tokyo for a long while, i don't thik I've seen everything yet. So 15 days...heh

Any case you have lots of nearby places to Tokyo that are affordable to travel, check Japan-guide pages, kamakura, yokohama, if you have a little extra, nikko and hakone are good day trips as well.

Shinkansen isn't the only option to Kyoto etc- have you looked into overnight buses?

What about.... 2009/10/12
What about cutting down your trip? You could spend 2 days in Hiroshima, 2 days in Kyoto and 3 days in Tokyo, and the money you save on the shorter trip means you can get a JR 7 day pass!

I'll be in Tokyo for 14 days in November.. I'm also a budget traveller, so no worries. :) I think you'll be fine.
