I am puzzled that there is an admission fee of 300 yen for shinkyo bridge in Nikko.

yes, it costs 300 yen for the privilege to cross (over and back) this sacred bridge which is one of the top three bridges in Japan. Whether its worth it is only for you to judge.

Then again you could always just think of it as a toll bridge, as it reportedly took 8 years and 8 million yen to renovate.

I saw from the map that after crossing this bridge, it leads us to the various shrines. If we don't cross this bridge, can we still walk to the shrines?
I am going to Kanmangafuchi Abyss. Do I have to cross this bridge?

No, the bridge is sightseeing attraciton only and accesible from only one side. There is no through traffic.

If we don't cross this bridge, can we still walk to the shrines?

Yes, the main road travels along a bridge parallel to the Shinkyo bridge and only a few meters away.
