I use skype for all of my international calling, and occasionally for domestic calls in Japan. Their rates are really cheap to free depending on how you use the service. Worldlink may also come in handy for those times when you are not near a computer or wifi spot: http://www.worldlinkjapan.jp/e-index.htmlAlthough, an iphone running skype, and using im+ for skype has supplanted my need for that service.

I second the SKYPE option. If you're going to be in range of a computer when you call, it's no doubt, the best way to go! Depending on the country you call, you can get very cheap rates.
I've also started trying Gizmo5 in the last few weeks since it works with Google Voice. If you're going to be calling the United States, Gizmo5 + Google Voice would be your absolutely FREE option.
