I will be in Karuizawa in mid-Dec and is thinking of going to Usui Pass Observation Platform. From what I gathered, it is about 1.5hrs hike from end of Karuizawa Ginza? Will it be too cold to hike there? Is there any bus which would take me to Usui Pass Observation Platform from Karuizawa station?

No, it is never too cold if you bring appropriate clothes.

No, there is no access by public transportation.
The views might be nice, but I am not sure whether it is worth a 3 hour hike. Especially after the autumn colors have gone.
