Understand from JapanGuide that "JAL (oneworld) and ANA (Star Alliance) are each offering air passes for exclusive use by foreign visitors to Japan, which enable holders to fly anywhere within Japan for around 12,000 Yen per flight".
Can someone please advise how i can book this? Via home country JAL / ANA travel agent? Or local Japan travel agency?

During the blackout period the regular fare applies. Its 26,000 yen one way between Kumamoto and Osaka (as listed in the first link posted earlier).
