I stayed in April at Tama Ryokan:

near takadanobaba station (on the JR Yamanote line - just past shinjuku) and takadanobaba subway station (not sure what line)

rooms are traditional japanese style - tatami floors and futons.

English speaking owner (I think he is british)

I always stay at Tougane Hotel when I go to Tokyo. Convenient, clean, basic and 1 mins. away from the JR station and Kensei Rail and subway. Lots of restaurants around and great shopping.
