I have been there. It is nice but not great. Not a destination for a first time visit.
Users at japan-guide.com give it a rating of 77 out of 100, which is rather low when compared to other destinations.

it is a pottery town, so most tourist who visit do so because they have an interest in pottery/ceramics.

If you are going from Hiroshima to Matsue via Tsuwano, Hagi is not on the way. It is actually somewhat inconvenient to get there. Unless you have a very relaxed itinerary I would skip it.
I was in Hagi last summer and I really enjoyed it a lot, but I would definitely call it a secondary tourist destination. It doesn't have the high concentration of attractions and things to do that you will find some places. It also doesn't present many options if you happen to have bad luck with weather.
