It's a JR West line within the Sanyo Area, so I don't see why it wouldn't be covered. You can get off the Shinkansen at Shin-Yamaguchi and switch onto the local JR line, and it's still within the JR West Sanyo Area, and still operated by JR West.

JR West's website is pretty specific, Uji. What makes you say the Yamaguchi line isn't covered?

Not all lines operated by JR West are covered by the Sanyo Pass. The specific lines that are covered are listed further down the page you linked to under the "price" chart, and are as follows:
Sanyo Shinkansen, Tokaido - Sanyo Main Line (Shin-Osaka - Shimonoseki), Osaka Loop Line, JR Tozai Line, Sakurajima Line, Kansai Main Line (JR Namba - Imamiya), Hanwa Line (Tennoji - Hineno), Kansai Airport Line and Miyajima Ferry
