greetings,
are there any tourist assistance counters with english speaking people in train and jr stations (tokyo shinkansen or ueno jr station).

...that said, if you need basic info like What platform is the Osaka shinkansen? ..or Which train for Asakusa? the staff next to the turnstiles will always help you out really well.

do you mean staff at JR offices who speak English?? Most staff at the major JR stations speak English :
however if you mean pure tourist info then you need to go to the tourist info centres
