Tax refund in Japan

last two week I forgot to send tax refund paper at custom before depart from japan is it big problem? but next month I will go to japan again but not same city can I send at that time? thanks for answer

What tax refund paper? If you are asking about duty free shopping, all tax refunds should have been processed and taken off the sale price at the store, not at customs, and I doubt a different branch of the store would be able to process the refund for you after the fact.
