Inner Imperial Place visit Jan 2?

I read that the inner place is open to the public on Jan 2, for the emperor to greet the public, is there a special form you have to fill out to visit or can you just stop by? The forms to visit the imperial place normally all say the place is closed during Jan 1-3, is there another form?
