My trip will go to Yuzawa & Lake Kawaguchiko during Mar.16-21. I'm landing @ Osaka then take Shinkansen to Yuzawa. Do you think it's safe from nuclear radiator?

Based on the current situation, there is no problem. But I recommend to keep following the issue (using non-sensationalist media) as nobody knows exactly how the incident is going to develop.

No damage was confirmed on Saturday, 12 March by TEPCO (= Tokyo Electric Power Company) as to the container of No.1 reactor in Fukushima Dai-ichi power plant. I understand that other reactors in Fukushima, including those in Fukushima Dai-ni power plant, are not in the situation as serious as this.
As Uji says, please keep checking news reports of reliable sources or official announcements until you confirm that the influence is limited to the small local zone.
I'm landing @ Osaka then take Shinkansen to Yuzawa.
Do you mean Yuzawa in Akita or in Niigata?
-- JR-East now has no prospect of resuming operation of trains between Tokyo and Akita, which is suspended due to the earthquake of around 14:46 Friday afternoon. -- Operation of Joestu Shinkansen (Tokyo - Niigata) was already resumed. -- Another major earthquake of around 3:59 Saturday before dawn did not cause a trouble in Kashiwazaki-Kariwa power plant in Niigata; reactors there are now in operation as usual.
Anyway, no Shinkansen trains run directly from Shin-Osaka to reach Akita or Niigata Prefecture. You have to change Shinkansen lines at Tokyo Station, making a transfer between platforms.

Echigo-Yuzawa is quite close to the epicenter of the recent Niigata/Nagano earthquake. Therefore, there is a certain risk to experience some aftershocks. If that bothers you, you might want to skip Yuzawa. The risk for aftershocks is lower in the other areas that you visit.
Generally, the next few days (being less than a week after the disaster) come with a somewhat increased risk of experiencing some inconvenience. If you are the worrying type of traveler, you might want to stay in Western Japan, where the risk is lower. If not, I would go ahead with your travel plans. If you are a very worried type of traveler, you might want to consider a cancellation in the worst case.

It depends on you.

Oh..., you plan to move to Niigata so soon. Well, if I were in your shoes, I would not change this plan but just avoid places with high risk of snow slides. A person who has never experienced large earth tremors might consider postponing Echigo-Yuzawa trip to the latter half.
Some hotels might require a charge for cancelation of three or two days before the scheduled check-in date. A national holiday falls on Monday, 21 March this year; rates may be higher for a night of 19 (Sat.), 20(Sun.) or 21 March in some hotels.
Good luck!

Do you speak Japanese? The hotel might be worried to deal with guests without Japanese language skills in the case of an emergency.

Million thanks to you all

I am afraid that you should also consider canceling your stay in the Kawaguchiko Region, because the area will become subject to "rolling blackouts" from tomorrow. It means that there won't be electricity in the area for several hours per day. I recommend to stay in Western Japan during your entire stay.

So far, Western Japan has been spared. You would probably be okay there. But if you are worried, you might want to cancel altogether. If cancellation terms allow, I would wait and see a few more days. After all, it has only been 2 days since the earthquake hit.
