How to get to Tsuru cranes in Hokkaido?

Not comfortable driving in winter and the Akan tour bus doesn't operate in Dec. So what is the best way to get to the cranes? Or is there an accommodation near the parks where I can walk to the destinations?

Kushiro area don't have much snow.

And Dec is a starting month of winter,if it there is snow,it don't effect driving so much. The area which we can watch crane don't have convenient bus network,so I think you don't have to exclude the way to drive. You can decide when you arrive at Kushiro.That season is not crowded.
