Toji Flea Market - Best time to go

I've read the market opens around 6AM, and I would like to get there early if possible (say 7) so I can have a look around then go elsewhere.
But would there be many stalls at 7? I've read somewhere else it doesnt really get started to after 9?

I was there about 3 years ago. We arrived at around 9am and the market had well and truly started by then. I would suspect there would be plenty of stalls there by 7am.
