Yes at INTERNATIONAL ATMs.

International ATMs include:
Japan Post (JP Post) aka Post Office ATMs

Citibank Japan ATMs

Seven Bank ATMs aka 7-11 Convenience store ATMs.

Occasionally Shinsei Bank atms work with some foreign cards.

You can exchange for some yen in America from your bank or currency exchange company like travelex, but the exchange rate is not as good as in Japan.

Make sure you contact your bank to put a travel notice on your card for international travel.
