b. at any tram stop
c. only at limited places

Only limited places besides any major stations. Not sold on board. Google translate and click any station. If there is a nearby sales office, it will show. If not, no show or update & none near.

In order to break even you need to ride more than 4 times as one ride fare is 120 yen.
