Narita to Haneda - how long for customs etc

3 hours enough time to get to Haneda?
Our (5 people) plane arrives Sunday, September 9,at Narita at 16:00, we have 3 hours to go through customs, retrieve baggage, and get to Haneda for a 19:10 for departure to Kumamoto.
Is this realistic? Travel agent feels there's sufficient time.

If your incoming flight is on time, and you do not encounter any unusual delay along the way (e.g. major traffic jam along the bus journey, unusually long waiting times at immigration), three hours should be enough. But obviously, there is a considerable risk of delayed arrival of your incoming flight or some other type of delay along the way. For me personally, that risk would be just a little bit too large to feel comfortable. It is somewhat risky, but okay under normal circumstances.

To elaborate just a little: under normal circumstances you can expect to sit on your bus to Haneda about 60 minutes after arrival of your plane. And the bus ride is scheduled to take about 90 minutes. Luggage check-in for domestic flights is possible until 20 minutes before departure.
Actually, looking at the numbers above, I now feel it is too risky. I recommend to give yourself more time for the transfer for the peace of mind.

Thank you.
Checked with our travel agent, and we are on the last flight to Kumamoto that day. As grandpa will be using a wheel chair, she said a high probability that will help "speed" us through customs, etc. We'll just hope for a smooth trip.
Last visit we flew through Nagoya, but that wasn't an option this trip.
