If the conditions are favorable is it better to try and view Mt Fuji from the North or South Tower of the Tokyo Metropolitan Government Building. Thank you.

Visibility from both tower is almost the same. But don't expect too much. The sky is usually not clear enough to view the mountain.

Mt. Fuji is about 100 km to the west-southwest of the building.
It is said that there may be more days in winter (December - February) when Mt. Fuji can be seen through the west window, but not every day.

Please note that elevators are under repair.

i've been up there at least four times, and have never seen fuji from there. On a clear mid winters day you might but it wont be much of a view.
