We too just paid only the entry fee and enjoyed the flower fields but we went Mar for tulips. From their flower calendar it seems that it is more colourful in Oct than in Sept.

During Sept and Oct this year there are 2 special events held in the park.

The Great Europe Festival, Sept 1- Oct 31

We arrived just before noon and spent the whole afternoon there. The only paid attraction we took was the Teddy Bear Kingdom (200 yen). I loved photography and took my time taking photos. Including lunch and souvenir shopping we spent 4-5 hrs in the park. We stayed overnight at Nikko Hotel nextdoor and were able to see the evening firework as well. On a tight schedule and without entering any of the attractions or museums, I suppose you can rush through the park in a couple of hours, not recommend though!

Note that to go back to Kyoto by train on the same day you have to set aside more than 5 hrs for the rail journey with at least 1 train transfer.
