I haven't been to Shikaribetsu, but based on pictures it seems similar to Tomamu's ice village. The big difference seems to be that there's a hot spring bath at Shikaribetsu.

But Tomamu seems to have more to do since it also has the ski resort in addition to the ice village.

I visited Shikaribetsu-ko one winter several years ago. Interesting place but very quiet . At night you could visit icebar listen to live band in one of " the igloo", or go for a dip in the onsen purposely built in the middle of Shikaribetsu-ko , or just stay at the hotel and have a relaxing bath .
