The cheapest way is to take a limited express along the Keisei Main Line from the airport to Nippori and then the JR Keihin-Tohoku Line to Omiya. You can often save a few minutes by transferring from the Keihin-Tohoku Line to the JR Takasaki, Utsunomiya or Shinjuku-Shonan Line at Akabane Station along the way. The one way fare of 1380 yen is cheaper even than the Suica&NEX package, which would be the next best option for budget travelers, assuming that a Suica card would come in handy for your subsequent travel plans.
