I suggest you try and book them as soon as you arrive in the Kansai area as they can be quite popular of course.
Enjoy your trip!

A few years ago, I tried to book the Scenic train from Torokko Arashiyama to Torokko Kameoka, but I can not book it though I tried 30 days before (the earliest day of the booking) and the day I want book was 17th Nov (week day which is relatively not busy in Kyoto). Therefore, honestly I think your chance for successful booking is very rare. Even though, not all seats are sold beforehand. The fifth car is open-air and influenced heavily by the weather of the day, so the seats in this car is not sold beforehand. http://www.sagano-kanko.co.jp/information/index02.htmlI think the best bet for you is to go first to JR Umahori station near Torokko Kameoka station and buy the ticket there, since the travelers tend to go from Arashiyama to Kameoka rather than the opposite way.
