Time taken to travel from Kansai to Kyoto?

As this is my first time travelling to Japan. Not sure what pass to get for my trip to Kyoto for an official trip. Arrive on 23 Nov at 9.20pm and I understand it is a public holiday in Japan. Any information I need to know for travelling on a public holiday? What is the duration to travel from Kansai airport to Kyoto and what is the frequency of the train. I arrive on 23 Nov @ 9.20pm at Kansai airport. Should buy multiple pass train tkt or a point to point pass. What is the price difference? Thanks so much for your kind assistance.
