Suica Cards for kids are not available at vending machines. A kid can get a My Suica, with personal information data (such as name and date of birth) registered. Another person is not allowed to use a My Suica. A kid cannot get a general-purpose Suica Card which can be used by everyone. So, in order to obtain a Suica Card for a kid, you need to visit a manned counter and show a certain ID document of the kid.
For kids whose dates of birth are in 2 April 2000 through 1 April 2001, their My Suica may be valid until the coming March 2013.

A kid can get and use regular Suica if you don't mind paying adult fare.

I suppose it's logically possible, but note that adult rates apply also to additional fees such as Ltd. Express charges, which cannot be paid with a Suica Card.
