Hi,
I am trying to book the tours of Kyoto Imperial Palace & Shugakuin Villa, 4 days in advance, but the application list is closed. Is there any chance, i get it on the spot, when i reach in kyoto?

On the website, you have to apply a few months in advance to get in Shugakuin. It's extremely competitive.
I've only gone through online reservations, but if you go to the Imperial Household Agency building in the morning when it opens, you may be able to get in a tour for one or both sites. They save a few tickets for walk-ins apparently.
