Thanks for the info. I was wondering about this issue too. In US, I used to run around the city, parks shirtless (I'm a guy), and many ppl do the same. However, I always carry a shirt with me just in case I need to stop a coffee shop at the end or a shop for a water.

I've asked a Japanese police officer friend about men running shirtless, and while he wasn't clear if it was actually illegal, he did say that the police would stop you if someone had complained about you. Otherwise they would probably just look the other way.

Other than that I think Sira sums it up best:

you will be the only one, and you might get some second looks. You may become known in your neighborhood as "the foreigner who runs without a shirt". If that's okay with you, go for it.
