COE got rejected for 2i, Can I reapply?

I have applied to Sakura Japanese Language Academy. The immigration rejected my COE, the reason was 2i. What does it mean? Can anyone explain it? And How to reapply?

Do you send selection fee? 30000 yen ?
Do you send entrance fee ? 80000 yen ?
Do you send tuition fee? 600000 yen ?
It is compulsory to send above money before visa application.otherwise COE got rejected
